to replace the themostat in an Astra 1400 LX 1994 model, do I have to take
    off the timing belt?

technically yes you do, since it sits behind it, its just the rear timing
belt cover you need out of the way, however since this has to be one of the
simplest timing belts to replace in engine history why dont you treat it to
a new one while your at it and put it to the back of your mind for 60kmiles.
i wouldnt reccomend refitting the old belt anyway,
